Larry Worock noted that the Truck Pull fundraiser event scheduled for August 24, 2008 was cancelled due to poor weather and resulting safety concerns.  The event organizers would like to re-schedule the event for September 14, 2008.

Re Request for Approval of Royal Victoria Marathon Route – October 12, 2008

Seconded by Councillor Braithwaite, That permission be granted for the temporary closures and occupancy of the same streets in Oak Bay used for the Marathon in 2007 and detailed in correspondence item no. 2008-225 for the staging of the 2008 Royal Victoria Marathon on Sunday, October 12, 2008, subject to the event organizer entering into a public property occupancy agreement in which it will among other standard requirements:

 

1)         release and indemnify the Municipality from any claims or liability associated with the event and providing evidence of public liability insurance in the amount of not less than $3,000,000;

2)         agree to pay all invoices from the Municipality for costs incurred in connection with the event;

3)         agree to obtain Oak Bay Police approval for a traffic plan and implement the same subject to any field instructions from the Police; and

4)         deliver written notice to all occupiers of property adjoining any roads to be closed for the event;

 

with the Municipal Clerk being authorized to execute such agreement on behalf of the District.

Traffic Control Order No. 2008-07 (Parking Restrictions – 1725 Beach Drive)

Seconded by Councillor Copley, That:

 

1.      That a sign be erected and a white line be painted on the curb adjacent to 1725 Beach Drive, as shown on the sketch attached hereto, to designate an area 10 metres in length as a “Passenger Zone” wherein vehicles may be parked for not more that fifteen (15) minutes duration at any one time.

 

2.      That signs be erected to indicate that parking in the four spaces adjacent to 1725 Beach Drive, as shown on the sketch attached hereto, is restricted to two (2) hours in duration between 9:00 a.m. and 5:00 p.m., Monday to Friday.

Canada BC Building Canada Fund Grant Application (Paving Portion of Beach Drive)

Seconded by Councillor Herbert, That staff be authorized to submit an application for a grant under the Canada BC Building Canada Fund – Communities Component for funding of two-thirds of the cost to rehabilitate the road surface of the section of Beach Drive between Newport Avenue and King George Terrace.

 

Responding to a comment from Acting Mayor Carson, made on behalf of Mayor Causton with respect to the initiative of the grant application for funding to pave a portion of Beach Drive, the Municipal Administrator advised that the funding request was staff initiated, in order to take advantage of the two-thirds funding that may be available through a Building Canada Fund for the repaving project which has been on the Engineering Department’s work list for many years.

 

Referring to past issues with respect to the retaining wall along a portion of Beach Drive, the Director of Engineering Services noted that through regular monitoring of the area no apparent undermining has been found by the Engineering Department.
