Re Telephone / Voice Mail System Award Recommendation

 

The Municipal Treasurer noted that seven proposals for the new telephone and voice mail system were received which were evaluated and narrowed to the best three proposals.  Staff met with the three best applicants resulting in the recommendation to award the project to Bell Canada.

Seconded by Councillor Herbert, That the contract for the telephone/voice mail system for the District of Oak Bay in the amount of $105,000 be awarded to Bell Canada.

 

Responding to a question from Council, Ms. Walker advised that the amount of the contract was net of GST.

ESTEVAN VILLAGE MERCHANTS ASSOCIATION, October 5, 2005

Re Request for Permission to Occupy Public Property

 

MOVED by Councillor Macey-Brown

Seconded by Councillor Herbert, That approval be granted to the Estevan Village Merchants Association to occupy four public parking stalls on the north side of Estevan Avenue between Musgrave Street and Dunlevy Street on October 29, 2005 from 11 o’clock in the morning until 4 o’clock in the evening for the purpose of staging a trick or treat event by the Association, subject to:

§          the execution of a letter of undertaking setting out the terms and conditions under which closing of the parking stalls is permitted, and indemnifying the Municipality from any liability arising from the staging of the event;

§          the evidence of insurability; and

§          the Association bearing any extraordinary costs incurred by the Municipality in connection with the event.

VICTORIA REMEMBRANCE DAY COMMITTEE POPPY FUND, October 7, 2005

Re Request for Tag Days

Seconded by Councillor Cassidy, That permission be granted to the Victoria Remembrance Day Committee Poppy Fund to conduct the sale of poppies in public places in Oak Bay from October 26 to November 10, 2005.

CRD ENVIRONMENTAL SERVICES, October 12, 2005

Re Request for Funding of Watershed Plan Implementation Coordinator

 

Responding to questions from Council, the Municipal Administrator noted that although the original proposal from the CRD was for three years of funding for the Watershed Implementation Coordinator position, the CRD may request funding beyond the initial three years.  Oak Bay, said Mr. Cochrane, has dealt with funding the position on a year by year grant basis, with the current request being the third year.

 

There was discussion regarding the request for funding, and whether or not consideration should be given for the potential extension of the Watershed Implementation Coordinator position, and there was consensus that further information should be provided by the Capital Regional District in relation to its reasoning for funding the position beyond the originally proposed three years.

Seconded by Councillor Cassidy, That approval be given for the expenditure of $9,456 for Oak Bay’s portion of the costs to fund the Bowker Creek Watershed Plan Implementation Coordinator position for 2006, and further, that the CRD be requested to provide a additional information regarding its rationale for continuation of the position beyond 2006.

NEW BUSINESS / REPORTS FROM OTHER COMMITTEES:

 

Windsor Park Pavilion

 

Councillor Carson advised that there was an Open House held at the Windsor Park Pavilion on October 20th.  At that time, he said, comments were received with respect to the proposed new colours for the Pavilion.  Input was also received regarding usage of the Pavilion, lighting around the Park, and traffic issues in the area.

 

The proposed new colours will come to Council for approval via the Parks and Recreation Commission minutes, said Councillor Carson.
