CITY OF BURNABY, February 8, 2007

Re Trade, Investment and Labour Mobility Agreement (TILMA) – British Columbia and Alberta

 

There was discussion regarding the letter from the City of Burnaby expressing serious concerns about the proposed application of the Trade, Investment and Labour Mobility Agreement (TILMA) to local government.

 

Attention was drawn to the potential implications of the Agreement on the District of Oak Bay with respect to its own purchasing practices and the work currently done by Municipal crews, and concerns were noted in this regard as well as those laid out in the City of Burnaby staff report on the subject.

 

It was noted by the Municipal Administrator that there could be even more far reaching implications than those discussed, which he is currently unaware of.

 

There was consensus that the issues raised are significant and need to be addressed through the Union of British Columbia Municipalities.

Seconded by Councillor Braithwaite, That staff be directed to write a letter to the Union of British Columbia Municipalities requesting it to engage the province in discussions concerning the Trade, Investment, and Labour Mobility Agreement, on behalf of its members.

Development Variance Permit – 2183 Lafayette Street

Seconded by Councillor Carson, That the Director of Building and Planning be authorized to issue a Development Variance Permit with respect to 2183 Lafayette Street (WEST 30 FEET OF LOT 3, SECTION 22, VICTORIA DISTRICT, PLAN 1022):

 

1.            That will vary the Parking Facilities Bylaw, 1986 in Section 4.7 to reduce the number of required parking spaces from two to one and in Section A.1.(a) to Schedule A, to relax the requirement that one-half (1/2) of the required parking spaces for a one-family residential use dwelling be contained within a building;  and

 

2.            That will vary the following sections of the  Zoning Bylaw, 1986, as amended, to permit the construction of a new single family dwelling in accordance with the plans considered by Committee of the Whole on February 19, 2007 and Council on February 26, 2007:

Traffic Control Order No. 2007-02 – Parking Restrictions, Cadboro Bay and Cranmore Road Municipal Parking Lot

Seconded by Councillor Braithwaite, That signs be erected to indicate that parking in the municipal lot situate at the intersection of Cadboro Bay Road and Cranmore Road, legally described as: Parcel 1 (DD 136140-I) of Parcel “A” (DD 77566-I) of Lots 9 and 10 of Sections 28 and 61, Victoria District, Plan 69, the said Parcel 1 lying wholly within the said Lot 10 and Section 28, is restricted to two (2) hours duration between the hours of 6:00 a.m. and 5:00 p.m., Monday to Friday, excluding holidays, save and except that such restriction shall not apply to employees of The Corporation of the District of Oak Bay during the period corresponding to their work shift with The Corporation of the District of Oak Bay including the extension thereof by not more than thirty (30) minutes at either end.
