MINUTES of the first statutory meeting of the MUNICIPAL COUNCIL of The Corporation of the District of Oak Bay, held in the Council Chambers, Oak Bay Munici­pal Hall, 2167 Oak Bay Avenue, Oak Bay, B.C., on Monday, December 5, 2005, following swearing in before Her Honour Madam Justice Jacqueline Dorgan of Christo­pher. M. Causton as Mayor, and Hazel Braithwaite, Frank Carson, Allan Cassidy, Pam Copley, John Herbert, and  Nils Jensen as Councillors at 7:30 p.m.

Following the swearing in of Council members, Mayor Causton called the inaugural meeting to order.

 

INAUGURAL ADDRESS:

 

Mayor Causton welcomed everyone to the inaugural meeting of  Oak Bay’s 100th Municipal Council, and thanked Madam Justice Jaqueline Dorgan for swearing in the newly elected Council.

 

Attention was drawn to the attendance of special guests Eleanor Smith and Archie Wilmot.

 

Mayor Causton expressed his appreciation for his fellow members of Council, congratulating them on their election, and thanking the other candidates for putting their names forward to participate in the democratic process.

 

Members of staff were introduced and thanked for their contributions to the excellent management of the Municipality along with all the other staff.

 

Reference was made to the provincial government’s financial assistance on the Recreation Centre ice arena project, and more recently the the Windsor Park Pavilion, and Mayor Causton thanked MLA Ida Chong for her help in that regard.  MP David Anderson’s assistance with the forthcoming gas tax proceeds was acknowledged and he was wished well on his upcoming retirement.

 

Mayor Causton drew attention to Oak Bay’s Centennial year, commencing January 1, 2006, and provided an overview of some of the exciting projects planned in celebration of that milestone.

 

Former Councillor Macey-Brown’s commitment to the Centennial Committee and her role as a member of Council was applauded, and she was wished well in her future endeavours.

 

The Recognition of Renovation and Building Achievement Awards Panel, said Mayor Causton, has completed its first round of awards recognizing notable design excellence in the Municipality.  He went on to provide an overview of the various projects that were recognized in that regard.

 

Mayor Causton noted that the Floor Area Ratio Review Committee continues its review work, and is expected to report to Council in the new year with its recommendations.

 

The Baptist Housing Assisted Living housing project currently under construction and the vibrancy of the Village were commented on.  Mayor Causton noted that the success of Village businesses has resulted in the need for more village parking, and he undertook to look towards ways to gradually increase village parking.

 

Turning towards policing, Mayor Causton stated his support for the integration of specialized police functions, while maintaining a community policing model, and explained the intention of the Police Board to continue in that direction.

 

The excellent work of the Fire Department was acknowledged, and Mayor Causton indicated his desire to see the role of emergency planning raised in the community.

 

With respect to regional issues, Mayor Causton expressed his view that we should move away from hospital funding and take on transit funding similar to what has been done in the lower mainland, which would focus us more on regional issues like transit and leave the Province to look after the funding for building and renovating hospitals.

 

Attention was drawn to various upcoming projects requiring Council involvement, such as the tree protection bylaw, review of the fireworks bylaw, and the provision of accommodation for those hard to house. 

 

With respect to educational institutions, Mayor Causton referred to the Municipality’s important relationships with the University of Victoria, Camosun College and the Greater Victoria School District, outlining some areas where the various parties can work together to address common interests.

 

Mayor Causton acknowledged his obligations as the Mayor of Oak Bay, and expressed his commitment to meeting them to the best of his ability.

 

In closing, Mayor Causton wished all in attendance a merry Christmas and happy New Year.
